During a roof tear-off, the decking is exposed, the attic is being inspected anyway, and any insulation upgrade gets done in a fraction of the time it would take as a separate visit. We commonly add radiant barrier sheathing (LP TechShield and similar) during replacements, which reflects radiant heat back out before it reaches the attic.
